Emergency Measures Enforced in Lima After Musician’s Murder
In response to the murder of a well-known musician, Peruvian authorities have declared a state of emergency in the capital city and surrounding areas. This action comes amidst a growing trend of violence linked to extortion demands.
The government’s urgent declaration covers both Lima and the nearby Constitutional province of Callao. This was prompted by the tragic death of Paul Flores, the lead singer of the renowned cumbia band Armonía 10, who was killed while on a tour bus, as reported by CBS News.
Flores, 39, affectionately called “Russo,” was fatally injured by gunshots during an early morning attack on Sunday, March 16. The band was en route between performances when their bus was ambushed. BBC News Madrid reports that the bus driver and Charlie Beloachaga, another band member, saw a black motorcycle speeding away after shots were fired. It is believed Flores was asleep at the time and suffered two gunshot wounds before succumbing to his injuries at a hospital.
Government and Public Response
Gustavo Adrianzen, the head of the ministerial cabinet, announced on social media that military forces would be mobilized to support police efforts in these regions. Peru’s culture ministry paid tribute to Flores on social media, noting his impact on many Peruvians. Flores had returned to Armonía 10 two years prior after a stint with another band.
Representatives from the orchestra disclosed that the group had previously been threatened and had received demands for large “protection payments.” They had managed to escape a similar attack in December without any harm, according to BBC News Madrid. However, the family’s lawyer later stated to local media that there were no specific threats directed at Flores personally.
The entertainment industry in Peru has expressed significant dismay over the incident. Singer Leslie Shaw, who once collaborated with Flores, questioned on social media when being an artist in Peru had become perilous. The Lima Chamber of Commerce’s Artistic, Cultural, and Entertainment Sector also denounced the murder and highlighted the escalating violence against musicians and venue operators.
There have been public demands for the resignation of Interior Minister Juan José Santiváñez, with a trending hashtag #FueraSantiváñez on social platforms. Some local authorities, like Hernán Sifuentes, mayor of San Martín de Porres, have criticized the emergency measures as “ineffective” and indicative of a lack of a cohesive strategy against organized crime.
The National Citizen Security Council’s meeting was moved up to Tuesday, March 18, in light of the circumstances. Adrianzen stressed the importance of unity against organized crime in his statement.
Escalation of Extortion and Violence
The rise in extortion-related violence in Peru is alarming, with ties to international criminal groups such as Venezuela’s Tren de Aragua. A journalist investigating the extortion crisis in Peru was killed in January, and a separate incident involved a bombing at a prosecutor’s office dealing with racketeering cases.
Data from the National Police indicates a significant increase in violent crime, with homicides nearly doubling from 1,315 in 2019 to 2,474 in 2023. Extortion cases have also surged, with reports increasing sixfold over the same period. Since January this year, over 400 murders have been reported, as per local media referenced by CBS News.
Despite more than 14,000 extortion complaints being filed in the first ten months of 2024, experts believe the actual number of cases could be much higher due to the fear of retaliation preventing many from reporting. The government has proposed a bill to categorize extortion, kidnapping, and contract killings as “urban terrorism,” although it is still awaiting debate and approval in Parliament.
Flores’ body was returned to his hometown of Piura for funeral services held on Wednesday, March 19. His family has also planned a “white march for peace” to honor his memory.
