EXCLUSIVE: Ruth Maguire argues that her colleagues’ decision is “unacceptable”
A leading SNP MSP has expressed her frustration after four of her party colleagues declined to support a bill that would penalize individuals who purchase sexual services. Ruth Maguire described the decision as “deeply disappointing” and criticized her fellow SNP MSPs for their lack of action.
Former SNP Minister and now Independent MSP Ash Regan has proposed legislation that would make it illegal to buy sex, with potential penalties including imprisonment or fines up to £10,000. Additionally, the bill aims to decriminalize those who sell sex.
The Holyrood Criminal Justice Committee is currently divided on the issue. Four MSPs from opposition parties—Katy Clark, Sharon Dowey, Liam Kerr, and Pauline McNeill—have supported the bill, allowing it to move to the next stage for further discussion.
However, SNP members Audrey Nicoll, Fulton McGregor, Rona Mackay, and Jamie Hepburn have opposed the bill. All MSPs will now have the opportunity to vote on whether the bill should proceed.
Maguire, a staunch supporter of the Regan Bill and the MSP for Cunninghame South who is stepping down in May, voiced her disappointment on Linkedin:
“The first stage in the chamber will be an opportunity for a full debate, but initially, and with all due respect to the committee, I find their conclusions to be deeply unsatisfactory. It’s insufficient to acknowledge violence and inequality and then simply express helplessness and say it’s too complicated.”

“I am deeply saddened for the survivors who contributed and those observing, as this decision is likely to be very distressing for them. I am committed to supporting the principles of the bill and will strive to persuade others to do the same,” Maguire stated.
Regan expressed hope that SNP MSPs would be permitted to vote freely on the bill: “I appreciate Ruth Maguire’s support and am grateful for the backing from numerous MSPs. Polling indicates substantial support from all political parties and the Scottish public for my bill, underscoring the need for stronger measures to combat sex buying and protect vulnerable women and children,” she noted.
All committee members concurred that prostitution can lead to severe harm and suffering for many involved.
However, those against the bill argued that the evidence suggesting potential harm to women from the legislation was compelling and could not be overlooked. They also noted that there was insufficient time before the election to implement the necessary amendments.
The report stated, “The challenge we encountered is that much of the evidence in this policy area is highly disputed. Both proponents and opponents of criminalizing the buyer have cited studies and research to support their views. The experiences from other countries have led to different conclusions.
